I remember when I first came up with Chiyoko, one of the things I wanted to be a part of her character was that both of her parents were still alive and still around. I think I was mulling over how many characters in naruto are orphans or have dead family members, and that really bugged me! It was like if you had parents, you weren't ever talked about. So i wanted to explore what it kind of be like to have a full ninja family, some of the pressures and politics involved.
Chiyoko hates her parents, and this is the reason why she hates her mother.
Chiyoko, as a young child didn't understand why she never seemed to be able to please her father. And as her training got increasingly more difficult and brutal, she suffered. As she gets older, she started to point a finger at her mother, blaming her for allowing her father to treat Chiyoko the way he did. "Why didn't you stop him?! Why didn't you say anything? You- you could have said- done SOMETHING!"
And the truth behind it is just that her mother was never a strong willed person. She felt utterly powerless in the face of her husband, who was under a lot of pressure from the clan to produce a male heir, among other things. She's a very fragile person who suffers greatly from anxiety and depression.
For several years the family was in a very bad place. Everyone felt like a failure and it seemed like it wasn't going to right itself. Nowadays, the children are all older and things have calmed down overall, but there is still a lot of bitterness and anger floating around. Chiyoko's parents managed to repair their relationship, but Chiyoko is largely estranged from the family, the only thing that seems to keep her around is her younger sisters.

That is so sad. But I feel the same way. Why dont people like parents in manga? They're always dead or completely useless.
